Place chicken in a baking dish, sprayed with cooking oil, and pat dry with a paper towel.
In a bowl, stir together garlic, honey, mustard, pepper, salt, vinegar, thyme and oil.
Preheat oven to 400F.
Pour sauce all over chicken. With a kitchen glove or your bare hands, spread the sauce all over the chicken thighs to ensure it gets into every nook and crevice. Let sit about 10 minutes.
Bake for 45 minutes or until temperature reaches 180 C. Turn on broiler to brown tops, but watch it so it doesn't start to burn.
Remove from baking dish to a platter with any sauce left in the dish. Sprinkle with fresh thyme.
